If a defender does not take a step loss, is a retreat roll still made?

Yes the retreat roll happens no matter whether there are losses or not.

Sadly, the supply rules are simple trace, so I don't see how this is going to accurately show how WP would have to fight.

This is from Carl's notes in the rules: "Given the short time-frame of the game, the multiple means of transportation, and the abundance of pre- positioned logistical sites as well as civilian stocks of food, medical supplies and fuel, do not use the SCS Supply rules. Ignore SCS sections 12.0, 12.1, and 12.2 entirely in scenarios occurring Post 1945."
