So, he caused all of that because he really has nothing to lose. He wanted to end his suffering caused by Katsuki but the heroes had to ruined it by saving him. He then use his own suicidal tendencies to cause all those crimes just for his will of being killed as long as to get revenge on Katsuki. Plus, i’m sure Denki joined him by his own volition if not him being the UA traitor and faked his kidnapping. He have good motives to be a villain, after all.
