It makes sense because of the combination of Ballora's abilities and Clara's knowledge of how Mike acts and reacts. Mike can't be held responsible for what he couldn't control, and I'm pretty sure he actually knew she is strong, because why else would he not immediately try to use her as bait? Instead, he made certain to stay away from her until he didn't have a choice.

This is incredible silver! I think an amazing plot twist would be when Ballora knocked out Michael, he could've been pretending to be unconscious and ended up tricking Mrs Afton. Maybe that way an insane challenge would've gone totally wrong with michael taking everyone's remnant! Just a suggestion heheh
