Does that buzz become closer to the downbeat as it get faster? Or am I just hearing it that way because my ear can't distinguish the downbeat stroke and buzz strokes as separate things at that rate?

I think the notation is not correct in this video. he say it: buzz roll. often see this triplet note with marked as a "z". He plays R L-buzz R R L R-buzz L L. I can be totaly wrong. but two stripes are in my rudimental drumming world a double stroke roll. May the scottish notation be different?

Yes, the Scottish notation is different from conventional American rudimental notation. The double slashes notate a buzz or press roll in this drumming style, and any roll that has an accent is played as a “tap roll”.
