I think that politicians have made the tale of the deep state because their great ideas are many times not enthousiastically received by the non-political appointees. They are critical because they know things and will tell that it is not a good idea or that it can not be implemented with the desired speed or they propose changes etc. The politician then has to go back to his voters to tell them it is not going to happen. And yes, the easy way out, is to say that the career officers are blocking.

Great stoy about that oceonagrapher. It is also an example of how government works as opposed to free market capitalism. In free market capitalism, if what that guy did was worth something, someone would have made a book, an app or a business out of it. In a system where everything is valued by money alone, human values disappear.

Harper did some similar things in Canada, though not on the same scale, I think. Drastic cutbacks to Department of Fisheries and Oceans meant loosing scientists and others who have decades of experience in the field. What a mess. Trudeau fixed quite a bit of that, filling those positions again, but the more experienced people are now retired, so there is a loss that cannot be measured.

If you have to pick between someone who is a key expert at tracking hurricanes, or on hurricane emergency response vs. the drift research scientist (because you foolishly caused a government shutdown), then the drift scientist is relatively less essential.
