Michael's jokes are often intentionally meant to be bad, much like his "thats what she said." The idea isnt to be laughing with Michael when he says these things, rather we're laughing at him.

In a deleted scene, Erin spoiled the painting when she tried to clean it with a wet cloth. She asked Kelly for her help with restoring it. In the meantime, she put a placeholder painting up. That's what that is. The entire segment was ultimately scrapped but the writers forgot about the placeholder painting being up there. It was fixed later on.
