Michel Corrette, who has been unfairly overlooked, holds a unique place in the music of the 18th century in France. He - promoted - music. He is both a defender of the French repertoire (vaudevilles, fashionable tunes) and a propagator of Italian music. Always on the lookout for new developments in Parisian musical life, he seizes the best of it and makes it his own, with unalterable cheerfulness and witty humor. Although learned and even erudite, he composed pleasant music which apparently had no other pretension than to be well composed and to want to please to citizens.

Yes, the first movement is a set of variations based on Les Sauvages from Rameau's Les Indes Galantes. A melody that already enjoyed a certain popularity back then. Likewise, the 2nd movement is based on "Quand on sait aimer et plaire" from Rousseau's Le Devin du Village and the final movement is based on La Furstemberg, a folk song.

I believe copywrite laws were not in existence during the 18th Century so such use of another composer's work wasn't considered a legal issue. It was only later on in the 19th Century that such copywrite laws were formulated.
