You should really double check on which villain is the final boss. Mizrabel is the witch in "Snow White". She'd never change herself to be a dragon. The thorn forest was an obvious hint of Maleficent being the final boss. She's the only one capable of turning into a dragon.

Honestly they shouldn’t have picked Captain Hook. They already had an amazing hook fight in the first epic Mickey and should have shown love to other villains
