The zone “Cheater” is real. The zone is only available if they are banned from Xbox Live because they used exploits. It also could occur if you were caught changing your gamerscore.

Quick correction: the "Cheater" zone appeared only for confirmed gamerscore modding, not anything else. People typically cheat their GS with a USB and a program.

The cheater zone indicates that the account was banned or suspended from XBL, once given, it can't be removed. This is either using exploits in games or cheating gamerscore.

The reason Sims 3 Pets loaded so quick was you could do optional installs of disc games to the HDD on later 360 dashboards to speed up loading times. That’s why Sims 3 Pets showed up in the games menu, not b/c just the disc was in the drive.

When you get marked as an cheater on the 360 it’s takes away all of your achievements and marks you as an cheater So if you do a minor cheat, there’s a chance you will get marked as a cheater and lose all your achievements and on the old Xbox website it will say you’ve been caught cheating and also show that to every other player that went to your profile
