Hi, i would like to add a on duty phone call which will be Available receiving customer calls 24/7 and automatically forwarding it to the on duty engineering, is Microsoft teams phone system does have a solution for that? Or maybe other 3rd party?

It sounds like this is just a call queue, where users can login/out of the queue for that number. If that's the case, yes, Teams Phone System can do this.

We have SFB 2015 on 7 VMs, with HA, Edge ... do you think it is better to upgrade to SFB 2019 or go cloud with Teams, we are in E3 license.

What’s MS calling plan availability? What’re the countries they offer direct calling plan purchase? Any link?

There are many countries (too many to list). Sorry, but I don't have a link to a list for you. You'd have to reach out to Microsoft and give them a list of the countries you need, and see which do not have Calling Plans available.

You'd have to contact Microsoft, directly, for their pricing but (assuming you're in the US), it's approximately $8/month/user for their "Business" licenses, and $12/month/user for their "Enterprise" licenses. Those include approx. 1,500 outbound domestic min/mon/user, and 3,000 min/mon/user (pooled), respectively. The benefit of Direct Routing as a Service, is that it's the same cost (or lower), for the Calling Plan, but you get a more hands-on customer service experience.
