Welcome back. BTW I think 2:39 is normal behavior. While wearing a cape, cape timer to parachute will only start when flying animation starts. Something similar to what happens in Mario Maker 1 in 2:10 here and something I've used in a few levels: kzbin.info/www/bejne/oaa4c4SEpNRka8U

Not under all circumstances. For example if there is a ceiling directly above you, you won't be able to. I just found this glitch interesting, not everything has to be useful
