I'm by no means an expert, but I think that kind of display of belligerence and goading is best regarded as an expression of fear by people in a situation in which they have almost no control, so they try to exert what they can by attempting to intimidate or irritate. It's like a dog terrified beyond soothing and barking incessantly in your back seat; it's not fun, but it's nothing to get upset over or put any meaning in (barring things like direct threats, which catch their own charges). You just let the behaviour run its course.

He was real quick to pull out and threaten to use his taser though, over a shopping cart, when clearly dealing with someone with a number of psychological issues. The cop definitely could've been worse, don't get me wrong, but it clearly wasn't necessary in the moment and strikes me as the result of a power trip. That said, I am glad the cop chilled out and didn't actually force him on his knees or tase him for not getting on his knees - there are many videos where that goes the other way. Officers of the law should be held to a higher standard and their eagerness to utilize force instead of patience and de-escalation when interacting with, particularly but not limited to, unstable individuals is a major problem. I'm just glad this particular officer didn't let those inclinations get the best of him in this case, but that taser should've never left its holster.

Fair to good interpersonal skills, but the detainee was also pretty compliant. Just verbal mild resistance, but generally pretty cool and compliant. Just a run of the mill encounter between the police and a person with problems. Hopefully the guy will get some help, he was smart, well spoken and just in need of a system that gives him a helping hand.

Even though the suspect was rough, the officer stayed smart and patient. Honestly, he has a lot more patience than I do, and thanks to that, no charges were brought against him.

These cops would have a blast here in Kona. It's unusual for the homeless not to have a Target shopping cart. They use several for building forts, etc. Safeway got smart and added perimeter locking devices. It's a pain when they malfunction and won't let you out of the store.

I used to work in mental health when I was younger and what you observe is really common. People rarely sound like raging lunatics, they sound like everyone else. This makes perfect sense since to them, what they’re saying isn’t any more than you telling someone what time it is. I’ve seen much weirder cases than this one with people explaing in a very clear and articulate way that they’re royalty in disguise who are living like drug addicts to hide from secret assassins sent by the pope to murder them and similar stories.

What do you mean by deescalating? He went there because he knew the suspect had stolen a cart and when the suspect refused to give up the cart or to provide ID he arrested him without any violence or anyone getting hurt, that’s pretty much an ideal outcome under the circumstances. As for lying, I’m not sure what you’re referring to. He brandished the taser when the suspect became uncooperative and took a hostile stance and when de determimed he wasn’t going to need it he holstered it. I don’t really see the lie.

He was escalating the entire time, not understanding this is a mentally ill guy and that shopping cart is probably all he has. Yeah he stole it, but why take it from him, it's literally all he has. Publix isn't gonna miss it, and on top of that he clearly needs treatment, not a jail and a record for a fucking shopping cart
