Migrate Terraform state from Local Backend to GCP Storage Bucket

Create Google Cloud Storage bucket where remote state can be persisted.
Create GCP service account with state file saved in locally.
Migrate Terraform state from local to remote Google Cloud Storage bucket.

So I can get the backend built. I can get the tfstate file there. Problem comes into play when someone else runs the TF build for necessary mods, it doesnt quite read the backend and wants to destroy things like it is a new build.

@@cloudroot7 Biggest change we would make is the VM sizing. e2-small to e2-medium during peak times. that should not require a destroy and add. should just be a change. SO you can replicate what i am trying to do. And it may not be the same person running it each time. Also noticing with all these new hashicorp/templates. They do not play nice between someone on windows and someone on mac.
