In this tutorial I covered the direct migration of Windows Server 2008 DC to Windows Server 2019 DC with full clear steps and they are classified in 3 main steps:
1.FRS to DFSR :
1.DFL* & FFL* to minimum 2008
2.Check healthy DCs and synchronization
3.Start Migration of FRS to DFSR in Quick Mode
Quick mode has 3 phases:
1.Dfsrmig /setglobalstate 1
2.Dfsrmig /setglobalstate 2
3.Dfsrmig /setglobalstate 3
Each phase takes time according to the number of DCs and network bandwidth between them and to check the status of every phase, you use this command : Dfsrmig /getmigrationstate.
You can find more explanation on checking AD and Migration phase in a word document this link:

2. Move FSMO Roles:
1. Promote 2019 DC
2. Start Moving Roles using GUI as in the video, and to enable schema master Snap-in Role:
1.run this command using CMD as administrator
regsvr32 schmmgmt.dll
2.start - run then type mmc.exe then enter
3.add snap-in (schema)
4.Choose Domain Controller and Move the Role to.
You can find detailed steps in the below link:
mega.nz/file/J...
3. Run netdom query fsmo to check that all roles have moved to the Wanted DC.
3.Demote Old DCs and if you want raise DFL* and or FFL* to (2012/2012R2/2016)
*DFL: Domain Functional Level
*FFL: Forest Functional Level
