Mike mentzer 1 set to failure in his theory was 3 units within 1 rep. Meaning : 1. the positive, 2. The static or hold 3.the negative. In his theory if you do 1 set of the three units lets say you do 8- 12 reps you basically did 24 to 36 reps beacuse 3x8=24 and 3×12=36. But remembered is not how much you can do, is not a marathon is all about quality reps from 1-12 or 15 somewhere in the 8 reps is where the stimulate of the muscle begins. Muscular failur, positive failure.
