If anything explains Phil Collins and/or Tony Banks being credited for writing this, it's that it began as an unfinished "bit" for a Genesis song, but of all its members, only Mike Rutherford liked it, so the rest allowed him to use it for the Mechanics. Then there's Brian Alexander Robertson (I had to research for confirmation) and Christopher Neil helping further.

However, that would be wonderful to have it in the album Genesis, instead of Taking it all too hard for example. The atmosphere is like Mama's one.
