Whereas what most people are referring to are the entries that Bethesda games have stating that the Deathclaw can mimic speech. Just because they can mimic it doesnt mean they understand it. Whereas the ones experimented by the enclave do understand the English language

Fun fact for those who haven’t played the classic Fallouts: talking deathclaws might not break canon depending on who you ask. Only the male ones though, female talking deathclaws don’t exist, if I remember correctly. John Deiley, the guy who wrote most of the talking deathclaw stuff in Fallout 2, said that Gorris if could procreate, the child, if male, would be able to talk, due to the genes that allow speech being dominant in males. Chris Avellone, however, said that all talking animals were killed the second that Fallout 2 ended.

Also he's referring to Goris the talking albino deathclaw companion from Fallout 2 who would wear a cloak in an attempt to look like a human while he gathered knowledge and traveled with the Chosen One. And it is a good idea. They justify it well enough, deathclaws already have near human level intelligence, and being genetic abominations, they could have birdlike syrinxes. Alter it a bit and teach them and boom, talking deathclaws. More like a parrot speaking words but with syntax and other genuine language things. I generally like silly shit in fallout as well as the serious stuff anyways.
