It was quite peculiar for Budyonny, because when Stalin ordered his arrest, Budyonny fiercely resisted, arming himself with his revolver. Unlike his contemporaries, he was freaking livid - he was not going anywhere without a fight (a rarity considering the complacent or unfortunate fates from everyone else arrested, interrogated, and executed by the secret police). There was a tense standoff, but after Budyonny angrily spoke to Stalin on the phone, Stalin gradually realized that Budyonny, despite his popularity, was too much of an idiot to be a threat. Stalin also figured that the Soviet cavalry, which is what Budyonny engineered from his success in the Russian Civil War, was going to inevitably be replaced by tanks - another factor that indicated Budyonny’s insignificance (thus also sparing his life even further).
