Though to be fair for the GTA4 helicopter, the GTA 4's "tank" is not really a tank it's really more like an APC which is way lighter than a tank.

If I recall correctly, there's also a Buzzard in GTA IV. Edit: There are two locations for the Hunter in VC though but the other one, you'll have to get all the hidden packages to get it.
