I mean, these are real places. By "Azki made the map," people mean that she took these real locations that had "Onion" or "Minato" or other Aqua-related theming and made a Geoguessr quiz that included these locations. You can just search up that "Awajishima Onion Kitchen" on Google Maps and see the onion chair right next to it.

So the map name "Minato-ken Atei-shi" (Minato prefecture, Atei-city) uses the Japanese ending for city (市, shi) as a pun for Aqua's Ateishi pronoun/nickname
