From what I can tell, if you leave it at 1x instead of max, it will upgrade the lowest ones first. This way when you buy new, you can quickly get them all up to snuff faster. With Max it tries to maximize the number of upgrades, thus leading to one already upgraded being upgraded while new non-upgraded not being upgraded. The stats page will show you what the lowest stats miner is, your average, and the highest. This way you can make sure your lowest are caught up to your already upgraded.

Yeah, when I grabbed the nine new miners near the end, I noticed the upgrades quickly went to nine, but stopped. Since the next lowest was probably more expensive and would take longer to get.

You're trying to upgrade individual items..but the very first thing you did was to set everything on "max." I am SCREAMING at the screen about how dumb this is!
