The basalt city probably happened due to these deltas and spikes being “decorations”, and minecraft generates them on top of solid blocks that form the terrain. Since there aren’t any structures in basalt deltas (except if nether fortresses or bastions overlap to them from a neighbouring biome - and then they generate after the terrain and decorations), they find the top of solid blocks forming the biome surface. Without this feature, basalt deltas would look like nether wastes made of basalt and blackstone. (In fact there was a bug in a snapshot that some worlds would generate without nether decoration.)

They've definitely reduced fall damage because 2 days ago I counted how many blocks I fell because I was in a huge cave system I lost 3 hearts by falling 52 blocks down I was so confused I had no armour on aswell
