maybe the reason why he's crying is because he wanted to go back to the over world and when he got back it was too much for him so he started crying tears of joy and then slowly started dying because the tears are made of water and thus is the reason why he's like this the crying obsidian is the only other thing he can somewhat relate to so offended by this goes hunting for other players day after day and haunts them so they'll know HIS pain. and uses the crying obsidian to show his pain

Hey ray I tried to find information on the crying enderman but an idea you could try is to go on that world and try to find a good water trap. Typically I would try turning the entire place into water because if the enderman keeps teleporting it'll just keep teleporting into water, and that's an endermans weakness. And if it leaves the water and starts chasing you you should place water where it's standing and just keep doing it until hopefully it at least dies. I tried to find information on it but it just talked about that other enderman that has purple cracks on it like crying obsidian, the cracked enderman or whatever it's called. so idk what else to do. I recommend just keeping a pail of water with you and if it tries to attack you or is chasing you just dump water where it's feet are and keep picking up the water and doing it over and over again. It may be a slow process but with patience you might actually be able to kill it, or at least get rid of it in some way

Theory: I think the reason why the crying endermen is crying is because the player mines the crying obsidian out of the ground which made the endermen upset because it took them awhile to place it in the correct place so if you see crying obsidian in the ground but no ruin portal just DO NOT mine it out of the ground!
