I have a sad story to tell. LONG AGO on my PS3 I was playing minecraft. I made a new beautiful world and I spawned in the beautiful taiga biome. I was exploring around when I saw a truly horrifying sight. I saw pink wool on the ground... next to a wolf... I was horrified! My chance to see the RARE pink sheep was ruined by this evil wolf. I proceeded to go into creative and build a dispencer shooting flaming arrows at the wolf. Justice.

It doesn't work on 1.10, not sure about 1.9, but the reason it doesn't work is that mojang changed the command for making things ride eachother from Riding: to Passengers:, making this outdated. Structure blocks will be awesome for these command systems though!
