I believe it to be the flag of Russia when the last Tsar was around (pre USSR), for whatever reason Putin has idolised the last Tsar - so has brought it back as an honorary flag.

Actually, that is the presidential flag of the Russian Federation now. The empire one is merely different in the middle of the coat of arms, but in minecraft it may be hard to find the distinction. 😉
