Actually he can hold more because of water, which one bucket can flow from Max height to bedrock, but then ice, which is equivalent to water but can stack, and then packed ice which is equal to 9 regular ice, and then blue ice which is equal 9 packed ice (which can also stack). Steve can hold way much more, with one water bucket, it can generate a lot of water but you can only do this by putting one block very high and the water goes down, which is around 27 million pound but it even gets crazier, ICE, ice also generates water so they are the same thing BUT ICE CAN STACK adding up to 54 BILLION pounds, oh but that’s not all, ice can be crafted into blue ice and into packed ice adding up to 84 water buckets while stacking in shulker boxes. Actually Steve can hold a whole lot more than the number he's said cuz if you place an ender chest and then fill it up with shulker boxes with gold blocks inside (since gold blocks are heavier ) and fill up your other inventory slots with shulker boxes filled with good blocks and also wear a gold armour Steve would be carrying a lot more weight, But if we do more calculations a water bucket can go down a lot if you make a pyramid the right size and fill up the same ways the shulker boxes and the ender chests but you need to use packed ice which is a whole lot heavier than both of the options
