Could be that the office space is upstairs and fridge with water is downstairs so these are quick drinks or for evenings when they don't want to run to the kitchen (and the cup is out or something).

It's definitely handy to keep a mini fridge in rooms away from the kitchen, we keep ours in our basement/home theater. But I definitely recommend buying reusable insulated water bottles and tumblers instead of using tiny plastic bottles. For guests, we've switched from plastic bottled water to double-walled glasses and they enjoy it a lot more since the drinks stay cold!
