Miniature self-propelled riding Lawn Roller powered by Clinton gas engine

I'm guessing the roller was made in the 1950's just from the Clinton engine.
Story I was told is that it rolled sand at LTV Steel Mill in Cleveland, Ohio and was possibly built by Stein Construction.
The roller shows no signs of being used for asphalt, or it would be all over it. it does not have any water spray or drip bars for the rollers either.
Could be for sand, could be for lawns, who knows.
