This is a bloody sensational track. I think I bought it in 96' I've played it at many parties. Never heard anyone else play it (except once I think) till there was the Hope track that appeared to sample it (or sample the same thing it does).

That track is from Timo Maas and it’s called Der Schieber

Agree, @firstdreamwalker there was a reprint by Timo Maas in 2000/2001, I had a different original version called "minute man - Treatment Feel" possibly going back to 1994/5 it was a weird pressing, the groove went around and looped effectively played forever the "all right!" sample. Definitely in my top 10 records
