One speech focuses on the positives, one on the negatives. Usually, the party in power has to focus on the positives... otherwise, they are just admitting that they have been ineffectual. The only thing Johnson said that was worthwhile was his claim that he'll reach across the aisle to work with Democrats. Given the tiny majority the GOP has, it is probably the only way anything can get past. It took 22 days for the GOP to pick a Speaker... who knows how long it will be for them to agree on an agenda. It is much easier to say "no" to the opposition's agenda than when in the majority and you are responsible for legislation.

Japan's attack was not unexpected. On the contrary it was expected. The only way to get the U.S. population to consent to a war in Europe was if we were attacked. Cutting the oil and steel and other metals supply to Japan was intentional as was the build up of military personnel in the Pacific. Make Japan think they were a target so they would attack us allowing the U.S to get involved in WW2. The only thing unexpected about Japan's attack was the location. The Pacific fleet was recalled to Hawaii to make the Philippines and other Pacific installations easy targets to start the war. Japan just had other ideas.
