I was very confused here cuz I legitimately thought chaff stopped the radios.

Chaff prevents them from radioing in when they spot you. But if they miss their regular status reports, command will still send someone to check on them.

If you think about it logically, chaff would work to stop a guard from reporting you in, because their radio can't reach command. But if command can't reach *them* whether its because they are asleep or because you have chaff they would send a team to investigate what was going on.
