I show how to make the white snowflake (which has the same border as the red one). Watch from minute 7.47 onwards.

You didn't show the red one flower

I did show the red ornament, it comes at minute 10.19, right after the white one. The red ornament is exactly as the white one from minute 7.47, only with a few little differences. You asked how to make the star border and that is at minute 7.47. Please watch the video with patience from minute 7.47 until 12.15 and you will see how everything is made :).
