Yeah, he's still in the anime, usually in flashbacks with Hungary, but politically speaking he doesn't exist anymore. Before the ww2 he was a republic but since was abolished and he's part of Germany.

This song fits perfectly with the video. Its already a sad and touching video, but if you understand the meaning behind it, your tears will only worsen. England adopted America, but never expected to become attached to his younger brother. He always saw America as a baby brother, so It hurt a lot more than it should of when he suddenly proclaimed war for independence. America is like a bird in a cage. You keep it locked in its cage, so you can always admire its beauty. But the bird will have to return to its home someday. England feared letting his bird go, he was afraid of what the world had for him. And now his bird has left him, and he's become lost. He was always used to having America around and looking after him, so when he left, England didn't know what to do. Prussia had always been a strong nation, with only a soft spot for his baby brother. He wanted to show the Holy Roman Empire more about the world when he grew older, but that got cut off short. Instead, when Prussia comes to visit his brother, he's met with a now grown Germany. It must of hurt, having lost all the moments they could've spent together. Prussia didn't get to see the world with his baby brother, and now Germany is all grown, there's nothing more he could teach him. Damn, I just made one helluva sad summary.

The sad part about England is that he raised America and watched him grow only to be left behind. Prussia did eveything he could to take care of Germany and is proud of him till the very end.
