My Russian toy/chihuahua mix is exactly like that too. She loves every single human she’s ever seen. When she was a puppy being on trains, buses or in cars was the most heartbreaking and difficult thing, because she wanted to say hi to every person we drove past and she would cry when passing someone in the car without being able to say hi, and she’d cry every time a person got off the train/bus because she got so sad they were leaving her 😅
