I always worked only with Oasis floral foam and it's necessary to put into water before to use it. i will be very grateful to you for your answer!

They're all faux flowers, so you don't need to soak the floral foam.

Hi Farahona! So sorry you missed that step, its a quick one! The dowels are attached with foam cubes. The instructions for this step starts about 3 minutes and 25 seconds into the tutorial. Hope this helps! XOXO MissPlanIt
