How does the limited degenerated subspace of |n,l,ml,ms> make the dH(fs) diagonal??? Can anyone help me

In the definitions of the orbital/spin magnetic moments, why is there a "c" in the denominator? Is the a typo? I think the denomintor should just be 2m_{e}.
