When I said "Ms. Pac-Man won the 7 cups without losing once," what I meant by that is Ms. Pac-Man won the Yoshi Cup through the Bowser Cup on the 1st try. That is how a character is eligible to play Rainbow Cup. In this case, Waluigi is only 1 cup away from being able to play Rainbow Cup. So if he completes the Waluigi Cup on the 1st try, he did it. A little further detail is repeats. This is all luck based and I'm glad I got Waluigi playing Waluigi Cup to make this announcement. Also, just as an example, if Waluigi plays Mario Cup and loses, but has already won the cup on the 1st try, he is still eligible.
