I'm not a TASer, can someone explain why there was the no mushroom until frame 351 rule?

that rule was added because otherwise, everyone would've used a shroom when turning around at the start, and i thought that would be boring. having an extra shroom later in the run would provide more options for shortcuts and routes, which ended up working pretty well.
