Right knee down is very easy to transition to throw. No matter what, there's a transition time from glove to hand. This is, on average for MLB, 0.73 seconds. The time to go from right knee down to proper foot work is less. So therefore, right knee down is not slowing down the overall pop time. Pop time is 1) glove to hand transfer, plus 2) throwing velocity, plus 3,) accuracy. The transfer is undeniably the most critical followed by accuracy. The least important is throwing velocity. It's important, but much less so.

I was expecting too see them throwing from the knee like Benito Santiago, but they all jump up to the feet from the knee

I released a video last year of catchers throwing from their knees. This one is, as it says in the title, throwing from a RKD stance.
