Troy, a balk is when a pitcher makes a movement forwards towards home plate, but then picks off a runner. You cannot make a deceiving move like you are going to pitch and then pick off a runner. If you do, they call a balk and the runner advances a base.

Also doesn’t have to even be a deceiving move, any movement that isn’t fluid with pitching motion is considered a balk. Once your set you can’t readjust, you can’t move your foot(except for stepping off), and you can’t throw off the mound unless you step behind the rubber

It's OK Troy, I've been following baseball for 20 years and I'm still not 100% sure what a balk is. Also, my cousin is probably the only A's fan glad that they're moving to Vegas, but that's because he became an A's fan because he was already a Raiders fan (and became a Dallas Stars fan in hockey because of the Mavericks).
