Because aren't setting up correctly. They don't care if they steal. Counting on the pitchers to strikeout the batters and they should because batters aren't hitters anymore. Look up how many players didn't have one sac bunt last year or how many get doubled up on a steal and they're swinging or not hitting opposite field to move the runners over. All hitters are swinging for the fences , thus they'll strike out not knowing the count ,the pitch,

I remember when the Yankees had a couple of Catchers who comes to mind who runners thought twice before stealing a bag. That's Thurman Munson and Jorge Posada. I'm a Yankees fan and a Cincinnati Reds fan. I was born in the Bronx New York in 1960, but I moved to Cincinnati Ohio with my family when I was 5 years old. I have good memories of both the Yankees and the Reds. I have to mention Johnny Bench because out of Respect for the game, I'm compelled to do so!

I feel like a lot of these stolen bases on on the pitchers being slow to the plate, yes there were some mishandling on the transfers and some bad throws but if runners are getting insane jumps especially on the stolen base to third and 2 or 3 to second, that’s on the pitcher
