NASCAR has a long history of selectively choosing what rules to enforce and when/on what driver or team.

Michael Waltrip Racing wasn't the only team to manipulate the results at Richmond 2013, Team Penske and Front Row Motorsports colluded to get Joey Logano into the chase instead of Jeff Gordon. NASCAR invoked a hidden rule related to the chase by adding Jeff as a thirteenth player, after Martin Truex Jr of MWR lost his spot in favor of Ryan Newman.

Yeah but Penske didn’t get a penalty

Carl Long: huge engine, punished severely. Richard "The King" Petty: huge engine....eh let the win stand & dont do jack squat to the dude. Amazing what nascar CHOOSES to punish & what they dont. Same thing with the Michael Waltrip scandal...that crap happens all the time, they CHOSE to punish that team.
