rename the original mother bone by adding the 2 to the end of it. Then in the editor you go to Edit -> Bone -> Add parent bone and rename that to the original mother bone and make sure the 2nd mother bone is now parented to that

Download pmx editor, then open the model that you want and rename 全ての親/mother, add 2 at the end like 全ての親2. After that go to edit>bone>Add parent (is the final option) now link 全ての親2 to 全ての親

2nd mother bone, open pmx and edit the model that you want, rename 全ての親 to 全ての親2 after that open edit>bone>add parent and a new mother bone is gonna be created, link 全ての親2 to the new 全ての親/mother bone
