You can't unless you are new to the game. If you are over castle level 6 then you are stuck in your kingdom until they become unprotected in about 2.5 months

Is there a condition for assemblies to function properly? For example a certain BH level?

Brigade size in case of a rally depends upon castle level,hero grade and battle hall level I think .I can send 65k troops in a brigade(hero) assuming my castle level is 25 hero level 40 and battle hall level 10. Correct me if I am wrong.

If you max out your diplomacy then switch everything to Infirmary you can get to 800K spots, then with research you can get this even higher. Enjoy that nugget of knowledge ;)

That's because you have to wait for fort wars, arena, and all of the other content to drop. Brand new game with new kingdoms. Should be as good or better than Lords soon. So far its fun though.
