There are blonde people in Northern pakistan esp. Gilgit Baltistan,Kashmir and Chitral but the number is less than way too much indic people in south so yes quite surprising

There are loads of foreigners in Islamabad, all the embassies are there. People have blond hair in KPK/GB and some areas in Kashmir. Pakistan is quite modern when it comes to malls, hotels and restaurants.
