No child should be breast fed after 11-12 months, they stop and switch to normal milk ! That child looks too old as well.

6 months is mandatory and 9 months is maximum for breast feeding. Exceeding it more than 9 months develops bad habit for beast milk and kid may not adapt to food other than breast milk.
