It is my personal term for a good looking girl, chick, woman - whatever - wearing a shirt with 2/3 to 3/4 sleeves (IF her hair is also down). I find this incredibly aesthetically pleasing to see. It has a calming effect on me. "Smelly Shelly" originated with me in August, 2007. I was distressed, and seated outside a Golden Corral. Also standing outside nearby was 3 people who had just eaten. One of them was a 30-something woman with a shirt with 2/3 lengths sleeves. All 3 were in an animated conversation, when this same woman said, "Look. Even tho I wasn't, he kept calling me 'smelly Shelly' 'cause it rhymes... And nothing rhymed with her name... Allison... All is on."
