2% of the people pays the tax as they are the only ones who are earning well. Also total tax collection is not very much from direct tax collection (30% of the total tax collection). We do have both direct and indirect taxes where the most deprived one is also paying the tax indirectly. Also we should look at wealth inequality. 10% of the population occupies more than 50% of the resources. Rest population if don't have resources , will they be able to pay the taxes? We need to look at human capital formation urgenlty. But that is a long road which no one want to travel
