Your pc specs have nothing to do with 4k lol. If you have a 4k screen you would see a difference but you most likely have 1080p max monitor. But the speed at which the video plays is related to your bandwidth, how much you spend on your internet. If you're paying $60 you are going to get buffering, if you pay $80+ youre not getting any buffering. No matter what pc you have.
