Honestly, I hate fighting Steve and generally avoid rematching them in ranked. Good Steve players are some of the most frustrating to fight.

My suggestion to fight steve in general is use you high crush or panic tool quite regularly. Since his block punishment is not really that scary be more 'unga bunga' and abuse dick jab if the steve doesn't respond with weave . But if he does well you need to be more careful. And to counter pkb use your df4 or your m4 for a high since he has a tsubaki.
